Project Overview:
Shaanxi Yanchang Petroleum Group to adjust the industrial structure, the implementation of the "oil and chemical" strategy of major projects. The project is located in Yangshu Township, Luochuan County, Yan'an City, covering an area of 224.95 hectares, with a planned investment of 19.1 billion yuan. The project is constructed according to the second phase. After the completion of the project, it can produce chemical products such as polyethylene, polypropylene, acrylic ester, styrene-butadiene rubber and EVA, with an annual output value of 17.444 billion yuan and a profit and tax of 2.867 billion yuan, of which acrylic ester, EVA, propylene oxide and styrene-butadiene rubber will fill the gap in the market of similar products in Shaanxi.
On the afternoon of October 31, 2018, the intermediate handover and signing ceremony of the light hydrocarbon comprehensive utilization project undertaken by the company was carried out smoothly at the project site. Relevant leaders of Shaanxi Chemical Construction Company, Refining and Chemical Company, Refining and Chemical Company Project Construction Headquarters, Yan'an Petrochemical Plant, Yan'an Refinery, Beijing Engineering Company, and various supervision companies attended the CCCC ceremony. At the special meeting, Wei Enan, the project manager of the light hydrocarbon comprehensive utilization project of the company, reported on the construction progress of the light hydrocarbon comprehensive utilization project, the preliminary evaluation of the project quality, the rectification of the three checks and four corrections, and the overall self-evaluation of the project. The 5 contracts and 27 units (unit projects) of the light hydrocarbon comprehensive utilization project all meet the conditions for delivery. Among them, the production management facilities, 110KV total transformer and 7 single buildings in the inter-factory pipe gallery contract are all completed, and the process, equipment, steel structure and inter-factory pipe gallery pipe culvert project are all completed and meet the conditions for delivery. In the contract of bid section 1 (three sets of main units), except for the pipeline insulation part, the 200000-ton/year alkylation unit and 250000-ton/year MTBE unit have not been completed, and the construction tasks of civil engineering, process, equipment, steel structure, electricity and instruments have been completed. There is a small amount of work in civil engineering, process pipeline, equipment, steel structure, electrical and instrumentation of 300000 tons/year propane/isobutane mixed dehydrogenation unit. There are a total of 20 units (units) in the public and auxiliary projects. Except for 95% of the total project quantity of the power station, the other units have been completed. All professional quantities in the spherical tank procurement contract have been completed. All professional quantities in the flare gas recovery contract have been completed.
It is reported that the light hydrocarbon comprehensive utilization project is a key project of Yanchang Petroleum Group's "13th Five-Year Plan" "transformation mode and structure adjustment". It is a "life project" to realize comprehensive utilization and deep transformation of resources and meet the needs of national sixth standard oil upgrading and low-carbon environmental protection ". The project mainly uses C3, C4 and other light hydrocarbons as raw materials to produce alkylate, propylene, MTBE and other products. The project will further extend the petrochemical product industry chain and effectively increase energy added value and comprehensive utilization.
Construction of the project began on August 9, 2017 and lasted 445 days. It has created the fastest construction project with the same output value in the history of chemical construction. During the construction period, the company's chairman Gao Jiancheng, general manager Wang Dong and other company leaders went to the construction site many times to guide and solve the problems encountered in the project construction process. Deputy general manager Li Keshe was in the sprint stage of the project construction and was resident on the site to coordinate and solve problems. The company's functional departments guide and help the project to improve the project management level. The project department has carefully organized, coordinated and scientifically managed, adopted the operation mode of day and night construction, and continuously strengthened the safety and quality management. All construction units worked together, especially the three companies participating in the war, strictly implemented the mobilization meeting deployment of the group company and the chemical construction company's light hydrocarbon comprehensive utilization project, actively carried out labor competitions, mobilized production factors, and carefully constructed. The cadres and workers of the project department and the participating units fought in the severe cold and heat, fought with stars and months, fought tenaciously, the project construction advanced rapidly, and successfully completed the project construction tasks within the scope of the contract with safety and quality, ensuring the smooth delivery of the project in accordance with the node objectives.
The completion of the project is an important node in the production process and has milestone significance.
